I think what he means is that certain people only request certain bands, thus as Oser said, they have both a monopoly on that artist as well as increasing their request count (though no more than the band could have gotten, but more than what the general station consensus would indicate...hope that makes sense).

New request policy has been changed again as of the evening of the 12th / morning of the 13th.
I'm waiting on permission to update the opening post with the new request rules.
